Isa 40:31 (esv) …but they who wait for the Lord shall renew their strength; they shall mount up with wings like eagles; they shall run and not be weary; they shall walk and not faint.
To “wait”, as used here, means to wait EXPECTANTLY.
This “waiting” does not imply inactivity, or want of personal exertion; it implies merely that our hope of aid, succor and salvation is in Him (Jesus only) (Barnes): all of which we can safely EXPECT from God (Jas 1:6-7, Matt 7:7-8) if we simply ask Him (Psalm 4:36:9).
We should always be in constant communication with God and be asking, expecting and listening for His guidance (Psalm 25:5, 25:21, 27:14, 37:7, Lam 3:26, Matt 11:15, 17:5, Heb 3:7, Jas 1:19, 1:25, Luke 11:28, John 16:13, 14:26).
